Partial meltdown, eh? Japan has certainly played the media well.
Earthqauke and Tsunami damage, multiple nuclear plants, mutiple reactors within those plants... cracks it the reactor cores, reactor rods melted (normally called a "meltdown") control rods not stopping the reaction, cooling pumps failed, radiation leaks in the air, land, and water, evacuations with radii in the miles, multiple explosions (both fire and steam)...
Okay, this is normally just called a meltdown. They are not fixing damage, they are still trying to stop the reactions and keep things from getting worse. Anywhere else, and it would be called a meltdown. Why are they being so super secretive about this. Certainly it has not caused as much damage as Chernobyl (at this time, hopefully never) but let's call a spade a spade.
They have had a meltdown(s) and they are trying to mitigate the damage, and stop it before it gets even worse.

Japan is right and surely they will figure a way out.
This was really crazy event once it happened. Luckily it happened in country with high quality of scientists and specialists who were able to reduce radiation risk to minimum.
